General Council Regulations

The following rules apply across all Newcastle City Council cemeteries.

All memorials must be installed by a Newcastle City Council-approved stonemason

A permit must be obtained from Newcastle Bereavement Services before installation

Kerb sets are only permitted in designated traditional sections

Timber, plastic, and fibreglass memorials are not permitted on any Newcastle site

Foundations must comply with the NAMM Code of Working Practice 2015

Memorials must not be erected within 12 months of burial

Artificial flowers may be placed temporarily but must be removed within 4 weeks

Memorials must not obstruct pathways or neighbouring grave spaces

West Road Cemetery

Jesmond Cemetery & Saint Andrews Cemetery (1857)

1836

One of the oldest cemeteries in Newcastle, Jesmond is a Grade II listed site of significant historical and architectural importance. The council applies strict heritage-sensitive regulations to protect the character of this remarkable Victorian landscape.

Notable Figures: Contains graves of notable 19th-century Tyneside figures, including the architect John Dobson and ornithologist John Hancock.
